Program Management & Owner Representation

Who is protecting the owner's interests across the entire program?

Senior decision leadership, not staff augmentation

Niner Advisors provides senior decision leadership, not staff augmentation. Engagements are structured around defined deliverables and decision rights, not headcount.

Owner representation places a senior advisor on the owner's side of every interface on a capital program — governance, cost and schedule, procurement, and the performance of each contracted party — accountable to the owner alone.

The owner's interest is the one interest on a project that no other party is paid to hold. Every other participant has a contract that rewards something narrower. This platform exists to hold that position across the whole program, and to hold it with enough seniority that it carries weight in the room.

Scope of our role

What we do not do

Niner Advisors is an owner-side advisor. We do not provide licensed architecture or engineering services. We review, analyze, and advise; we do not certify design, and we do not direct construction means, methods, sequences, or site safety.

Common questions about owner representation

What does an owner's representative do?

An owner's representative holds the owner's interest across a capital program — the one interest no other party is paid to hold. The role spans governance, cost and schedule controls, change and risk management, procurement tracking, and coordination of contractors, consultants, utilities, and agencies, at the level where decisions are actually made.

How is owner representation different from construction management?

A construction manager delivers the work; an owner's representative protects the party paying for it. Niner Advisors does not direct construction means, methods, sequences, or site safety — it governs the program on the owner's behalf, holding contractors, consultants, and advisors to the owner's requirements.

Is this staff augmentation?

No. Engagements are structured around defined deliverables and decision rights, not headcount. The firm provides senior decision leadership — executive representation and program management office leadership — rather than seats in the project office.

When in a project should owner representation begin?

Ideally before the delivery structure is set, because the contracting model allocates risk for everything that follows. The role can begin at any stage — but the earlier the owner's interest is represented, the fewer decisions have to be revisited later.

Does Niner Advisors replace the design team or the contractor?

No. The firm is an owner-side advisor: it reviews, analyzes, and advises. It does not provide licensed architecture or engineering services, does not certify design, and does not direct construction. Every other party keeps its role; the owner gains someone senior holding the whole.
